Why are all my perks tier 1 in the chaos shuffle?

All of my randomly assigned perks are tier 1, even tho in the endgame screen they show up as tier 3 perks, it's not a visual bug, because some time based perks are quite noticeable being tier 1, like DS, what is going on?

Is it everyone's perks or just survivor's perks?

@Bastard_Disaster I've been playing killer and all my perks are tier 1, too. I can tell it's not just a visual bug, either, because BBQ goes away in 2 sec- quickly.
The aura read goes away quickly.
