Remove the cooldown. No on-hook effect should have a cooldown, period, especially one with such a mediocre effect that punishes you for hooking too quickly.

Extend the hemorrhage to atleast 60 seconds, as I feel without the help of mangled it doesn't really shine as much and needs a longer duration to increase the likelihood of value.

    "But then people will be Exhausted all match!" Only if your team is giving the killer hooks all match long. Same argument for Pop. If the killer beat you with it, they probably would have beat you without it.

    Also Vigil exists.

    Vigil is extremely underrated considering the large amount of debuffs it covers and the fact you can get your Exhaustion back WAY faster; pairs well with most meta perks like Lithe and Sprint Burst, pairs well with altruistic perks like For The People, and the effect stacks with other instances.

    I really wish more people would use it. :(

    I've been advocating for this forever. There's only like two killers that can even make good use of it.

    put mangled effect onto the perk. it is timed effect now so shouldn't blood echo also apply mangled?

    Isn't that whole point of the perk? I equipped perk to disable survivor perks. i expect my perk to disable survivor perks. If it doesn't do that than it sucks at doing its job. Blood echo is poor at doing its job because it requires survivors to be injured.

    the perk has never been good. None of Oni perks are good.

    Hilariously they "buffed" this perk. Might make a follow-up post explaining how it was actually a flat nerf to the perk and is worse than before outside of the rare occasion you get a double down, and can sometimes instantly hit the first person who gets unhooked with instant exhaustion.
