Still no answers on the Chucky nerf

I don't get it, the nerf wasn't announced, we're now stuck with it till January (or even longer if BHVR just goes with "we'll fix it later" like they always do).
What's the point of a PTB if you're just gonna throw huge changes like this into damn bug-fixes?
And then you just ignore all that has been said about him, or at least I haven't seen any dev even mentioning the Chucky nerf.
What's the point?

It's not only chucky. They also did this with some perks like Machine Learning or more recent TotH that they just nerf/buff things without a PTB or a proper feedback. They just make these changes in a random Bugfix patch and call it a day which feels so awful.
