I find the best way to pet the dog is to ready a chase, cancel it, look slightly down and you should get a prompt to pet the dog.
It's kind of janky to do, though.

Also on PS5 and it's just as ReverseVelocity said. Cancel a command stand still and the prompt will pop up if he's facing you. It might take a couple tries as it is a little jank and it doesn't seem to work if survivors are next to you; unless they're downed which then it will.

Yeah other had said. Ready up a chase and cancel it. It'll move the dog closer to you, look at him and the promt to pet should appear.
