Judging by how slow he moves he probably got the Frenzy blinding bug where he looks like he's in Frenzy but in reality he moves as a normal M1 Killer.

Classic example of Just Leave.

Without full context did Legion by chance get 4 frenzy hits then 5th they downed you because if they did that's intended

Yeah - you should have just left honestly. The bug should be addressed as well if its not already being worked on. It will have to get in line though. There's a LONG line.

I honestly think you would have been fine if you just ran in a straight line instead of trying the spin the Killer.
Also that is just a visual bug with Legion, many other Killers have similar visual bugs, it is (often) not consistently reproducible and is caused by an discrepancy between the server and your client (not the Killer's client) resulting in the animations not accurately matching the Killer's current state.
The best you can do it file a bug report and hope it gets fixed. I doubt any Killer would get Killswitched over something like this since it isnt gamebreaking nor reproducible enough by BHVR's standards.

This bug is rare, but it's also been in the game for a very long time. So it's unlikely that BHVR will ever Kill switch Legion because of it (or even be able to fix it anytime soon).
Worst thing is, for the Legion they might not have had this visual bug on their end and only the Survivors are able to see it. You just have to be more observant if this happens in another of your matches in future. If they have Never Sleep Pills, of course you won't be able to see a difference in speed for the first hit, but otherwise they will be faster. And try to listen out for the audio cue that tells you they've left their power. That's all you can do, really.
