mistake or scam in the weekly dev bundle?

I realised the weekly bundle's banner actually features a free reward from Zarina's and Artist's tome, that ups the cost by 120 cells.
I can't tell if this is intended or not, but players who didnt complete the tome yet can be forced to spend money on something that they can eventually get free with no cost of any type. It's like forcing bloody prestige skins or perk charms in the bundles to make them even more expensive, and in this case it feels even more frustrating because they are all time limited cosmetics that you can't get by shop independently or by tome like the banner.
I think players who bought this bundle should be compensated with those 120 cells back.

    I reckon it is probably a mistake on their part, if it isnt I would definitely be concerned by them charging money for something that can be easily obtained for free.

    Yea, that's pretty wild. I have to imagine it's a mistake. At worst maybe if the challenges in that tome are particularly hard? I know there are a few early tomes I want the charms but can't be bothered to do the challenges (like open the hatch with a key? Back in the old days, sure.. But that's insanely more difficult now than it used to be.)
