Kill Switch update: We have temporarily Kill Switched the Forgotten Ruins Map due to an issue that causes players to become stuck in place. The Map will remain out of rotation until this is resolved.

Is this the new balance design philosophy?

You're giving survivors agency over the killer's power. Look how good that has done for Trapper and Hag. The recent Xenomorph changes proved once again that giving survivors complete agency over the killer's power makes the killer pathetic and weak. If you can remember, the initial release of Singularity was an absolute disaster and required multiple buffs to make him what he is today.

Why don't these developers learn to not give survivors agency over the killer?

They're completely backpedalling on the Xenomorph nerfs and Kaneki gives no such agency to survivors. The only serious killer nerfs I can think of recently are Skull Marchant and of course Chucky, which were unjustified imo. I don't see a trend here, in fact it seems to me that they're moving away from this trend. Houndmaster and Dracula for example don't have any such counterplay that I know of that gives survivors agency over their power. Although Vecna does get countered by items from his own chests so there is that.

another survivor can rescue a survivor that is being grabbed by houndmasters dog so no they're not moving away from this trend

The balance philosophy caters to killers heavily as it has for years now. Solo queue is generally unplayable and the game hands you victories as a killer for barely doing anything. You can be awful and still win the majority of your games. No other PvP title is like this for good reason.

because survivors are the majority so the devs listen to them so killers will get nerfs and put in the dumpster for months or years until the devs are merciful enough to hear the killers for buffs this just repeats

if the killer reach the target 60% killrate i dont see a problem with that

Killrate ≠ winrate so I don't really like that they're balancing around that. Also if you look at Nightlight (better players on average) not a single killer is above 60% right now.

Unless every killer is going to be a chase or stealth killer, survivors need to have some agency in countering a killer's power, or its not a game.

The difference is the type of agency. Survivors can out chase a chase killer or spot a stealth killer.

I have to try pretty hard to win as killer. I certainly don’t feel like I can ever with “barely doing anything” like you say. Maybe you should show us some of your killer gameplay so we can see how easy it is to win without trying. I certainly don’t experience that myself.
