This has been something this game has needed since launch and correct me if im wrong but i thought they announced it with this update and they never implemented it to the PTB nor is it here at the time of the official update

  No, they announced it as being part of the upcoming changes for 2025, it was not specific to this patch.

  Phase 1 still lists Bloodpoint Bulk in the QoL changes, but Phase 1 isn't jsut a single update. the timeline on the post is April-June, so there's time still.
