Why do the devs make bad perks?

The devs just make bad perks every chapter and just why? The players gives feedback within the PTB and tells them bad perks needs a rework/change, but the devs doesn't care at all. Like in this ghoul chapter, a lot of people said Forever entwined is so bad, an useless outdated effect, and needs to be reworked. Other perks like the new knockout and others got a negative feedback that needs some changes but had no changes from the PTB. Some perk changes on this patch is just a band-aid fix or doesn't increase the usage rate drastically. It's seems making a new chapter with all 3~6 perks that has some value is rocket science for the devs. Either they make charcters with all 3 good/decent perks like artist, pinhead, Jill, Gabriel, or all too niche/bad like Wesker, Skull merchant, both Lyra, etc.

Idk the point of having consultants at this point. Either the devs ignored the feedback and consultants, or the consultants were sleeping on the job.

    The Devs don't make bad perks, they make thematic and useful perks.

    It's the community and their meta-minded tierlist-pilled need to win E V E R Y game treating this game like it's a competitive Overwatch clone instead of a casual tag game with a competitive but funloving spirit that have decided a perk is good or bad. A perk's utility is decided solely by people who are competitive minded. That's the problem. Even more of an issue: As you get better at the game, you genuinely start to no longer need perks like Bond or WoO or Insidious or Lightborne. You've moved beyond them mostly and only would use them in niche cases or for comfort reasons. You no longer need them.

    The perks aren't actually bad or useless… you just don't see or need the use they have.

    If the perk isn’t a slowdown for killers or a second chance/chase/anti killer playstyle for survivors then the community won’t use or like it. This has been the meta since the game came out. That’s why killers run slowdown every game since the game isn’t built around 0 slowdown. Survivors need to stay alive for as long as possible so having perks that help that (anti tunnel, anti slug, second chance and chase perks) will always be their top pick. Why do you think DH was meta for 6 whole years? It was a very strong second chance perk that allowed survivors to stay alive for a long time

    Yeah, there are the meta perks, there are off meta but useful perks, off meta and kind of useful but fun perks and then there are trash tier filler perks. They do exist, and you just a named a few of them.

    Forever Entwined counters pallet saves a little easier since you can quickly get out of the pallet

    Also Grim embrace started a very bad perk, Jill's counterforce sucks still, and Gabriel has Scavenger, which is also pretty terrible

    This has always been a frustrating point for me as well. We release bad perks significantly faster than we get perks buffed/fixed to be good. No ones asking for S tier perks, just not laughably bad to where it feels like we’re meme’ing if we run them, which fits A LOT of perks atm. I’m not sure how so many perks are making it past the drawing board with their numbers with no one saying anything. This paragraphs perks are very bad and just going to be thrown into the pile with all the rest the perks that get released bad, left bad and then maybe buffed years later. If we start releasing perks in a better state we can finally start to reduce the amount of bad perks in the game.

    Perk buffing atm feels like we’re in a boat with holes and instead of patching the holes we’re just frantically scooping the buckets of water out.

    This. There are quite a few examples of Perks which might have niche uses, are not meta, but also not terrible. E.g. Iron Maiden can be good on Huntress, Trickster or Doctor, but is overall just not a good Perk. Scene Partner and Eye of Belmont alone are not really good, but they are decent when combined.

    But other Perks are just terrible. And are also released terrible. E.g. Quick Gambit, while still not being a really good Perk, was just terrible at Release, since it encouraged you to chase next to other Survivors who are repairing Gens to get value, but this is basically the worst thing you can do as Survivor.

    And there are countless Perks on both sides which are released and will just never find any use, because they are just not good enough. It basically always happens that I look at the Perks which are released and think "Wow, those are bad" and will never consider using any of those Perks.

    I am at the point where I sometimes think that the Devs should just not release any Perks with characters or maybe only every second chapter, since the new Perks dont really bring anything to the game except for being used during Challenges or when going for the Adept.

    Deep down, part of me genuinely believes they are only allowed to make one perk that people actually want to use, and they have to make the other two perks suck to compensate for that. But the issue is that when they miss the mark with their golden perk, it’s all a wash.

    Tools of Torment dropped nine dukies into the perk pool. Thalita can be argued as the worst survivor or the most expendable because her perks are sooooo baaad.

    Thalita and Yun-Jun have the most awful survivor perk loadouts in the game.

    Teamwork: Power of Two exists as Blood Pact 2.0 for some unknown reason.

    Cut Loose is a watered down Quick and Quiet that is useless on most maps.

    And Friendly Competition gives you the same boost Deja Vu gives you for free.

    I think that list highlights an interesting issue with perk discourse on the forums, where everyone tries to push perks into a hard binary between "very good" and "outright useless".

    The perks you've listed, though, fall into the place most perks fall, which is in between those two extremes. They're perks with genuinely strong and useful effects, but they're held back by something - Forever Entwined just needs a little extra to feel like a full perk, Nothing But Misery just needs to activate a little faster, and Treacherous Crows needs to be more consistent + needs the Invocation framework to be a liiiittle less punishing. With those changes made, there'd be nothing wrong with these perks… and because of that, outside of TC, they're not even that bad right now.

    (This doesn't apply to No Quarter, that just is a good perk that isn't really held back by anything, not sure why it's on the list.)

    This veers closer to the person you're responding to's main point more than OP's. Most perks are actually worth using and it's only holding everything to the standard of top-tier meta perks that makes them look useless- a perk can simultaneously be usable + worthwhile and still need changes to reach their full potential, which is where most perks are. Most new characters release with overall pretty good perk spreads and at least one genuinely good perk, with only a few narrow exceptions.

    Forever entwined should have been an obsession perk based on its name rather than the perk effect we have.

    The risk and reward of most boon and hex perks are night and day. At this point rework/nerf all hex perks in to an ordinary niche perk and make totems for survivors only is so much better for hex perks see the light of day.

    At least 60% of the perk we have for both sides needs to have a change at some degree.

    Its just unbelivable that even a hiring a consultant doesn't do anything. If they are out of perk ideas, just say it.
    One idea is to have a contest of perk ideas like they did for the skin and I bet it'll have unique ideas outsides the box.
    Maybe looking for new consultants with those things could be a good thing.

    Idk where they want to head for the perk aspect.
    For the killer balance does the same. They buff mediocre killers for the past patches which is a good thing, while they don't nerf Nurse, Blight, Spirit and not buffing the trapper.
    Giving more cooldown for each power and less range for the top 3 killer can make a difference but they never change the basekit for some reason.
    Trapper is always at the bottom because the devs wants him to be for beginners and happy in his current kill rate even though there are other killers simple to play and still gets punished by beginners.

    It feels like they have a double standard when comes to balancing killers.
    The biggest enemy isn't the player base that ruins this game, its more likely the devs at this point.

    if I may interject I think friendly competition and power of two are great support picks if you’re building out around body blocking and tunnel denial, or even just a support placement for a critical gen to break a 3-gen. Yes spacing out is the move at the start, but if you’re not on a 4man and someone 3-gens you friendly competition sings here. I will not tolerate this slander.

    I'm surprised they didn't include Cut Loose in this update with all the other perks they lowered to a 15 second cooldown, seems like it would've been a good candidate for that. Probably needs a slightly longer duration as well
