Please help me understand the devs goal for balance? A 60% Kill rate makes 0 sense
The reason it makes 0 sense is because survivors are exceeding the escape rate goal, and thats especially obvious for high mmr SWFs. I am constantly seeing that players want Solo to be on the same level as SWF, but solo queue is at the goal rate, SWF is exceeding it. The developers also added many new perks that benefits SWF more than solo queue, so the same players who are near a 50% escape rate instead of 40% will most likely have more of a chance of escaping.
How come the developers are not buffing killers who are obviously underperforming, instead they are taking initiatives that favor the survivor base and harms already underperforming killers

It's more 40% escape rate and it makes perfect sense.
Following the MMR "win" rules (escape or kill at least 3 survivors), this is the number at which both sides win at almost the same rate (except against high MMR SWF of 4 players)

Don't confuse goals with absolutes. Not every killer is going to hit 60%, not every segment of survivors is going to hit at 40%. It is not the only metric they use for health of the game (despite how people talk about it).
I'm actually surprised how close they are across MMR/killers.

And I don't know what that has to do with anything. They've never released data nearly to the level the community would want.

you said they did last year? but not this year, alot has changed numbers wise? So it has to do with alot.
