Now I'm not saying under 18's are playing this game however I do notice a high proportion of survivor main streamers come out around school time finishing

Dead by Daylight is M rated, which is 17+.
So if we follow the ESRB, then no, minors shouldn't be allowed to play this game.

The UK uses PEGI ratings, which uses 18+ as its ‘mature’ cutoff.
Not that it matters, since kids will ignore it regardless.

In the US you need to be 18 or older to buy not play. If a parent buys it then its all good.

As @Mr_K says, its about purchasing, not playing.
Its like an R rated movie. Under 17 can't go in alone, but with a parent, that's fine.
