The Deadlights - Enter Derry
This Killer is quite obviously Pennywise. I have a bunch of ideas for him so I'll jump into it.

Terror Radius - 32m
Speed - 4.6m
Power - Feast of Fear
"It watched from the shadows as the children of Derry remained in a constant fear."
Every round, you have the ability to place down 5 of your Fearful Balloons. These balloons will stay in the same place as where you stood when you placed them. The balloons are highlighted to you in green. The balloons have a 16m radius around them where no other Balloons can be placed. When a Survivor is within 16m of a Balloon, they will hear a Terror Radius from it. Additionally, they will be unable to hear your real Terror Radius. Survivors can pop your Balloons, which will replenish them back to you, but it takes a Survivor 5s to do so, and you gain a loud noise notification. You can pop your own balloons. This takes 2s.
Additionally, while within 16m of your Balloons, Survivors build up a "Fear" status. This effect is shown by red bars showing up around the Menu of a Survivor. These stack up to 5, and it takes 10s for a Survivor to gain one of these bars from being near the Balloon. These bars are removed when a Survivor is "reassured" by another Survivor. Being "reassured" takes 15s and will remove 2 bars of Fear.
Once a Survivor reaches 5 bars, until they are "reassured" they are Exposed and can fall victim to the new Hooking variation, "Float". Any Survivor who is put into the Dying state with 5 bars of Fear can be hooked in a random place around the map. It takes 6s for a Survivor to save someone from the Float Hook, and they progress into the second hook state 10% faster. Once in the second hook state, they are able to make saves as usual. They do not progress faster from the second hook state.

Patrick's Lighter (Uncommon)
A lighter that smells like vomit and aerosol.
When a Survivor pops your Balloon, you gain Haste for 5s.
Jack-In-The-Box (Rare)
It looks like the real deal!
If a Balloon is placed within 8m of a Generator, the Generator will regress at 20% of its initial progression.
Raincoat (Rare)
Georgie learnt why not to talk to strangers the hard way.
Your Balloons instill Fear 10% faster.
Missing Poster (Rare)
"Richie Tozier, Age 13" is written in bold.
While within 8m of a Balloon, any Player gains 5% Haste for 3s.
Derry Postcard (Very Rare)
A poem named "January Embers" is inscribed on the back, stained in blood.
Floating Survivors that are Unhooked are Oblivious for 7.5s after being Unhooked.
Switchblade (Very Rare)
Bowers used this to torment quite a few unlucky children.
The first time a Survivor pops a Balloon, they are put into the Injured state. If they are already Injured, they are Hindered for 5s instead.
S.S Georgie (Iridescent)
A wax-coated paper boat that can withstand almost anything.
Your Balloons follow Survivors at a speed of 2m/s if they enter the 16m radius. If they leave the radius, the Balloon freezes in place. If two Balloons enter each other's radius, one will pop. It is random which one will pop.
Iridescent History Book
This book of Derry's bloody history is surrounded by a malevolent energy.
When you pop one of your balloons, any Survivor within 16m of any other balloon screams and reveals their aura to you for 2s.
Backstory -
A cosmic being trapped within the confines of Derry in Maine, The Deadlights feed on fear and terror from its victims. It assumed the form of whatever its victims feared most, however its favourite form was that of a clown it named Pennywise. He danced, he hid, and he fed on the children of Derry. Missing, killed in a tragedy, he had woven Derry with horrible bad luck for years. And once he was satisfied, he would sleep for 27 years. Before he rose again to repeat his horrible dance.
One day, he decided that George Denborough would be his next meal. He took his arm and dragged him into the sewer to feed on him. His older brother, Bill, swore to find Georgie, and eventually gathered together a group of friends to oppose him. Pennywise was elated. He would take all of them. He would feast on their flesh as he fed on their fear. But they did not fear him. His power was gone. He was weak. He crawled back from them, towards a well. He felt his own power, his own food, but not in the children. In himself. He held on to the side of the well, staring into Bill's eyes. Eyes that did not fear him. He began to deteriorate, as he lost his grip on the well and fell into the darkness. But, there was another force. One that also fed on the emotions of others. A dark fog engulfed Pennywise.
And a deal was made. Forever to feed off the fear of the Survivors. It would rip them apart for all of time. It would hunt them down. It would make them float. It.
Perks -
All-Consuming Terror
Those who run from you know that their tools will not stop you.
Whenever you put a Survivor into the Dying state, any Survivors holding items will scream and reveal their Aura to you for 3/4/5s.

Scourge Hook - Waking Nightmare
They'll all float. You know they will.
4 random hooks are selected around the map. Basement Hooks, Pyramid Head's Cages and Pennywise's Floating all count as Scourge Hooks. Whenever a Survivor is hooked on a Scourge Hook, the Survivor has to succeed Skill Checks on Stage 1 hooks. Every fail will push them closer to Stage 2 (same rate as Stage 2). Once reaching Stage 2, the Skill Checks are faster and 20% smaller

Hex: Gruesome Ending
No matter what, you'll take at least one. And it will hurt.
Once the exit gates are powered, this Hex appears on a completely new Totem somewhere in the main building. All Players are notified when this Hex is applied. This Hex doesn't correlate with Hex: Undying or any other Hex that prevents its own destruction. While this Hex is active, Survivors you put into the Dying state while in this state cannot move or be recovered by other Survivors until the Hex Totem is cleansed.
(If 1 or more Survivors leave the Trial, this Survivor can be Mori'd. If a Survivor can self-recover, they can recover)

Mori (Normal) -
A balloon appears behind the Survivor, they turn, and the Balloon then pops. Pennywise is standing behind the balloon. He then rushes forward, tearing the Survivor apart.
(Reference to the first IT movie)
Mori (If the Survivor has a full Fear bar) -
A balloon appears in front of the Survivor. Pennywise appears behind them, grabbing them and opening its mouth to put them into the Deadlights hypnosis. As they rise, the Entity's claw grabs them, taking them. Pennywise then laughs.
M1 - Spider Limbs
Carrying Animation - Carried by Pennywise by the neck. He holds a Balloon in the other hand.
Wipe Animation - He reforms his hands, laughing as he does.
Wiggle Escape Animation - They escape, he stumbles a bit, and then his face goes serious for a bit, before resuming. He plays a voiceline from Chapter Two. "Come back and play with the clown!" or "Come back and play!"

It would be a dream to have him in this game!
While I love him and would love for him to be in the game, I don't know if I want his power to be centered around ballons.
A fear meter that gradually goes up though to where the survivors need to do a side objective or else something awful and terrifying happens, I would love that.
His power should be able to shapeshift into different forms. In doing so, if the fear meter fills up all the way survivors will have to deal with 1 or 2 "Hallucinations" around that map that chase and if not careful will injury them.
I don't have all the details laid out but I would love for his power to be more in depth. Personally.

Yeah I agree with you @MechWarrior3 I just think that shapeshifting would be a bit like Dracula and he'd end up like every other new killer. Same with unknown and hallucinations. It's still an awesome idea tho!

It would be unique to him though at least. He wouldn't be your typical, Teleport and now dodge this attack type of killer. It would be more like, watch out for the hallucinations because they can actually move and hurt you, while at the same time this clown can take different forms with different powers. Only Vecna and Dracula can do that, personally, I think that is why those 2 are SO unique.
