    No, the first penalty is not 15 minutes. However, penalties now decay slower, instead of losing 1 penalty point every 24 hours, you the game looks at your past 20 matches. So to get rid of all penalty points, you would have to play 20 matches without DCing. When you have a 15 minute timer, you at least DCed once during your past 20 matches (I think it is twice, since I think the first penalty is still 1 minute, followed by 5 minutes).

    Yeah, I am a big fan of new DC system…

    Players can't just take a break from DBD, you have to actually play like a normal person to get rid of the higher penalties.
