The eyes I can't comment on but dude is clearly missing a hand. Like that's a golden gauntlet moved by lich magic his hand is not underneath that

We're mildly sure those aren't his originals. He probably got replacements from a….donor.

He also has an ancient tome in his chest and is literally purple. Following his dismemberment and being thrown off his tower, Vecna was at his literal lowest power. While it might've made sense for the Entity to take him then, we know that isn't what ended up happening.
The version of Vecna we have in DBD is a new design, but the DND one still has a hand and eye.
He is the lesser god of secrets after all. It's entirely within his power to recreate his body.

I wonder if we could ever get a legendary Vecna skin from Stranger Things for Vecna. Is it like even possible to get a license skin on licensed character?

Definitely not. But the devs have said DND Vecna being in the game wouldn't prevent them from putting in ST Vecna as a separate killer if they ever got that license

Maybe, we didn't get any new skins from Stranger Things since they got back a license, so I'm assuming they're very careful now with Netflix
