Anyone else getting constant packet loss?

For some reason it's only an issue on dbd. Games like Overwatch seem to not be having this problem so I'm left wondering if it's specifically an issue with the east coast servers. My pings consistently 28-30ms but I keep rubberbanding all over the place and seeing a red packet loss icon next to my hud. Anyone know a fix for this? I reset my router and it went away for almost a week but then came back. I don't wanna have to be doing this all the time just to play dbd so I wanna know if there's a real solution or at least any reason for why this is the case.
