Unable to Go Above 60 FPS

Steam's in-game FPS counter consistently says that I am stuck at a maximum of 60 FPS at all times, which doesn't make sense since I have the cap set to 120 in the graphics menu. I've tried manually setting it inside the config folder in both the GameUserSettings and the Engine .ini files but neither have worked for me. Is the Steam FPS counter inaccurate or am I just simply locked to playing on 60 FPS on a 240 Hz monitor?

    are your windows settings set to 240mhz refresh rate instead of the default 60?

    if no go change them in display settings, you will notice the change instantly with your mouse moving much smoother on your screen

    if yes go to the properties of GameUserSettings, and if u have read only checked, uncheck it and maybe try an external fps counter because steam has been buggy for the past month or more
