Why are some killers allowed to be broken for so long?
It took years to nerf skull merchant despite sitting at 70% kill rate. Nobody could argue it wasn't broken. Now we're in the same situation with Freddy and ghoul, and they just broke clown as well. In other pvp games I've played if something is brokenly op, it gets hotfixed within a week.

Skull Merchant was actually nerfed twice in less than half a year. Freddy is not OP, you just don't know how his power works (and yes, this is also why Skull Merchant got nerfed a third time). Kaneki is strong because high mobility killers are incredibly good and gets the added benefit of shutting down exhaustion perks, which are survivors' favorite perks. Clown needs to have his yellow bottle's activation time nerfed and he'll be perfect.

Skull Merchant was fine, she really didn't need the nerfs she received. Freddy is also fine, tbh.
Kaneki and Clown need changes, I agree. Kaneki is supposed to receive some changes, but no ETA yet.

Freddy has been bugged since his rework, which I found out yesterday. This is not what OP is talking about in regards to him, but I'm using this chance to link the thread anyways for any Freddy players who saw the OP's post and want to channel the anger somewhere.

When they feel they've made enough money off Kaneki sales they'll nerf him.

BHVR has had a long standing 'we know better then you' problem.
Just look at how they've generally treat Otz and the Fog Whisperers4 -
It’s the same reason why bugs remain in the game forever and we get increasingly broken and half-baked content with every successive patch: people are still playing the game and still spending $ on it. Nothing with change with how BHVR is running their game or how they treat their players until their revenue starts to suffer.

Because they sell… It's no secret that in any game, when a new character comes out with broken powers or perks, they leave them like that for a while to sell, then balance them. How long it takes to fix it depends on how much they want to sell and how much it's impacting the gameplay. *It's not something exclusive to this game, it happens in many other online pvp games where skills are key to win.

Kinda surprised they're killswitching Last Stand for this reason. I'm sure it helped sales.

The problem with that perk is that it's bugged; its functionality is NOT correct. On the other hand, with a killer's base power, as long as it's working as it should, they can leave it that way. It works as intended. We saw it with the Merchant, with Freddy, and with the Legion when they were released. If I recall correctly, there was a functionality issue with The Houndmaster that made it very broken, BUT it didn't work as it should, and they did killswitch it almost at its release. However, broken killers whose power works as it should can sell well and be, as they say, "reworked" later.
*One thing is to buy a character for a bugged advantage (which the company is obviously not going to allow and is going to patch it), but another thing is to buy a character whose power is "OP" and works as it should.*Considering my words, I just remembered something recent, actually. When Springtrap was released, it was buggy and didn't work as it should, but they never gave it the killswitch the community was asking for, unlike the Houndmaster. Why? We can only speculate: first, it was a licensed killer, and second, it was attracting a wave of new players who were having fun because of how easy it was to play. We only have to look at the famous clip of the most recognized player for playing FNAF who obtained DBD just for Springtrap and made it clear how easy it was to win with him...

Freddy is still relatively weak. Ghoul isn't too much overpowered anymore. Nurse is someone whos far more overpowered compared to all other killers, even Blight.
The community's collective Killrate does not mean a killer is good or bad necessarily. Freddy's KR spiked in march-april cus of rework that people were actively learning how to beat still. Thats why he looks way better than he actually is.
