Shane instead of maggie?
They always get the shine let Shane get some too at least as a skin a sticker something, this would be perfect against the nemesis so I can leave a survivor behind like Shane did

They will probably go with popularity and while I think that Shane is the most popular character in the early seasons, I dont think he is popular overall, since he basically is the first villain and also was not relevant for many seasons afterwards.
And well, I also think that many people dislike him, especially because he is not as iconic as other villians like Negan.
In the end, they decide on who brings more money and I can see more people buying a Maggie-Skin compared to a Shane-Skin.

Everything you said is wrong shane is extremely relevant even through the later seasons his significant role in ricks psychological trauma and Judith you do a pole, i think Shane would be slightly more popular than Maggie not negan but is for the reasons I've said he needs to get his shine too they put all those characters in games already they need to let Shane get his moment, if dbd doesn't take their feedback from their fan base for this one damn time that just shows where their loyalty is at if yall ask for something yall are the ones making them money I literally spent almost 200 dollars

Dude, you are one person asking for Shane. Dont act as if your opinion is the most popular one. You can be very sure that the decisions who will be a Legendary Skin will be done by people much smarter than you and me and with analytics instead of personal preference.

One thing to keep in mind too is they need to get likeness rights if they want to model a character to appear like their live action counterpart. They'd have to negotiate an agreement with the actor as well as the IP holder for the character if you wanted it to look and sound like Jon Bernthal's rendition of Shane.
