I think Dead by Daylight being boring is the problem
Holding M1 on generators is boring. Crouch-walking to the next generator is boring. All of this stuff is boring, except interacting with the killer. But when the killer is too good or their powers are too OP, you get to sit on a hook or on the floor where you get to do nothing.
I really, honestly believe that the biggest problem with the game's design is that the most exciting interaction in the game is getting chased by the killer, while the ONLY objective for the killer is chasing and killing survivors. When the two sides meet, the only thing you can do is chase or be chased.
You want to play a constant, active game where your skill expression is valuable. You want to chase or be chased, but doing so for a long period of time without success is actively detrimental to the killer's game experience and also means the survivor isn't making progress either.
Killing you quickly is the way the killer gets to their next objective faster. Being chased, you have to hope that your teammates are making progress towards the objective of doing gens, which you can't really control.
The game is designed around doing these static, boring objectives, until you get found and chased in small bursts of activity, until that activity is over - at which point you get to endure more boring, uninteractive gameplay of sitting and waiting, or for the killer, hunting and looking.
What if instead of punishing the killer for doing their part in the game or reducing the survivors' required participation in the "boring" parts, we introduced literally any other objectives, any other mechanics, that don't require those long lulls? What if chasing you wasn't actively harmful to the killer's progress?
Let's get other modes out that don't involve holding M1 on generators, where chasing and active participation are rewarded. Maybe make it an escape labyrinth of sorts, or some sort of high-stakes catch-and-kill quick mode. Maybe have some sort of item collection thing where bringing all items to a certain location allows survivors to banish the killer, escaping the trial.
The game has to change, but I will never agree that punishing people for playing it is the right move. Change something positive. Make something different AND better.

I completely agree with you. The game is 1v4, but intrinsically it's 1v1, where three players are relegated to performing boring and non-interactive tasks. The objectives are completely outdated.
