Are Ruin, Oppression, and Deerstalker changes also cancelled?

As we know, devs announced that some perk changes are cancelled along with the delay of anti-slugging and anti-tunneling updates. Does anybody know if Ruin, Oppression, and Deerstalker are included in that "cancelled" list?

    Deerstalker I could imagine, but no reason to cancel the Ruin and Oppression buffs.

    Only deerstalker from this I guess since it was tied to anti-slugging update

    On discord they shown which perks changes are tied to anti-tunnel and anti-slugging update
