Stop balancing the game based on artificial stats.
The developers need to stop artificially balancing the game based on statistics. There are several addons and perks in the game that were nerfed simply because they were used a lot or had a higher-than-expected kill rate, but that's not always the case. Sometimes they are used more because the other options are not very useful or have values that are too small to compensate for their use. This is what they are doing with the recent change to Dracula's addons; they nerfed practically all the addons that players used the most to ridiculously low numbers, where using them won't make any difference anymore. This doesn't make sense; it will only cause frustration for players and further reduce the addon options we have to use. So, please, stop using only superficial statistics and use logic or ask for feedback from someone who really understands the character.

Otz posted a recent vid during the last week explaining the problem of what your saying calling out the same problem. Think it was the Demo add on video i don't remember the exact name of the vid.
Any killer could have like maybe 3 add ons that are good and rest are just straight up bad so of course those 3 add ons will be mostly picked. Nerfing the few good add ons will just make things worse for everyone instead of making all the other trash add ons worth using.

We can only hope in those cases they just do a full addon sweep. It was the same issue with pyramid head. Only his range addons were any good.
