Correct!!! These perks are the only perks in the entire game to have their lore text come from a Notebook! Congratulations to Pulsar! They get ALL THE MARBLES!!!

Hmm… I have a feeling it is something to do with the fact that they all reveal Survivors in some form. This is quite a difficult question!
My guess would be that these perks all can reveal the locations of Survivors directly from the Survivors' influence?
Predator activates when you lose a chase, which is something that can genuinely happen when you don't mean to, like if they successfully stealth while out of sight. Shattered Hope needs a Boon to exist in the first place, and those can't exist without Survivor input. Tinkerer is the same, it needs a Generator to be progressed, and that can only happen if a Survivor repairs it. And finally, Whispers activates whenever a Survivor is nearby, which requires a Survivor to be near you in the first place.
Then again, you could say the same for Discordance… But I have no other ideas.

HHmmmmm, Is it that survivors must do an action to activate them?
Like shattered hope is activated by a boon?
Tinkerer is activated by them working on a gen?
Predator when the survivor looses chase?
Whispers when the survivors are within a certain radius?

Is it that the Killer cannot activate these perks and that they are entirely dependent on the Survivors doing something first?

That's certainly a commonality in their lore text, but I'm not sure if it's exclusive to them.
