Question on anti-tunnel solution
Why not make it so the person last hooked cannot gain a hook state until they perform a conspicuous action?
Wouldn't that ensure that tunneling is not optimal?

They don't want to remove tunneling, but make it harder. It's the point why they introduced elusive.

But you see the problem then is Bully Squad like play, the person who cant gain a hookstate then have infinite chance to get in the Killer's way and annoy them and waste their time without any risk. One system that a poor player need is something a good player can take a bloody the eye of the Killer with.
If you see this problem, it makes sense why BHVR decided they are only gonna make tunneling much harder to do instead of making it impossible.

That's an interesting concept, I hadn't considered that before. I'm assuming you mean that the survivor can be damaged, downed, and hooked as normal, but their hook counter doesn't progress?
If so, then the first thing we need to consider is if such a thing can be abused, but I'm not so sure it could be. Hypothetically someone could go out of their way to bodyblock, as is the case with many forms of anti-tunnel and especially what we have right now, but if they're not actually harder to down then you can easily slug them the way you do now, or you could choose to hook them if you've got some relevant perks or just want them to be more properly immobilised + get the pressure from someone needing to save.
Hypothetically, with the right surrounding changes, that could limit tunnelling while still allowing killers agency in responding to more aggressive players. It could be tested for sure.
The biggest problem I can see is that it might not be intuitive to newer players, haha.

i don't agree about the fear of Bullying. just down them and move on. they're wasting their own time then, not yours.
