A minor tweak to Decisive Strike?
Currently after you get unhooked for 60 seconds decisive strike stays active no matter what happens. This is usually not a problem since it is an anti tunneling perk. Since the unhooked person has decisive active they know they have a free escape which can then be abused by going in for an instant hook save.
60 seconds is a long time and if for example the killer went after the savior and downed them and got them on the hook during that time, the decisive user can then go in and save the original savior and most likely afterwards get downed, picked up and use decisive strike.
Of course this can be countered by slugging the decisive user after the save, but even then the decisive user can at that point crawl to a nearby pallet or open area and prep for a pallet/flashlight save.
A simple change to this could be that doing any altruistic actions (or just an unhook action) while decisive strike is active, disables it until the next time you are unhooked.
(Before any of the obligatory killer main comments I would like to point out I play both sides fairly equally and used this trick in multiple games now with high success rate.)

I like it.
Either shorten the timer to 40 seconds or make it deactivate if any other survivor is downed aside from the one that was saved. Either of these would ensure it is ONLY for tunnelers of which it currently is not.

I'm fine with the 60 seconds time since I don't usually go after the same person. I've only had decisive activate once after the patch and that was after the gates were already open.
I don't think it's a good idea for it to deactivate when the killer does an action (down a survivor) since there will always be those hardcore tunnelers who will slug another person just to tunnel a specific survivor.

If that situation is happening then those players are just being really bad. That means after saving that guy the other survivor got hit TWICE and then he still got to that other guy and downed him. That's 3 hits. Those survivors really messed up if he got 2 other survivors hits worth of time to get away and still got found and downed. That isn't a tunnel.

No. You said exactly what the counter is in your scenario, leave them on the ground. If the person with DS wants to go right back to the hook and save, you didn’t spend any chase time on them at all...so what are you out by slugging them? They are removed from the game and now need an another person to pick them up. You come out ahead. Hell you could even just eat the DS, again you spent no time chasing them if they came right back to the hook.

Proxy camper comes to the hook and one shots the rescuer (whether it’s actual one shot or they were injured), then goes after the DS guy who was unhooked. If what you are saying is that original hooked guy should no longer have the 60 sec DS window...no way.

If it's a proxy camp then you can make saves without either of you getting hit in the first place, much less a one shot. Why are we even counting a one shot in this scenario any way? Those are fringe killers in fringe situations with fringe addons. Also, I'm not sure why an injured person is going for a save in the first place. A lot of the time that is a miss play. In MOST scenarios the saver will need 2 hits.
The situation you are describing is a bad play on the survivors part. If that had been played properly it wouldn't have been tunneling.

Decisive strike is an anti tunnel perk, using it like I described is not what it was intended for. You can unhook another survivor for free without having to go on the hook/needing another player to come save you thus making the killer lose all map pressure they had up until that point.
