Never understood Pain: Res
I know what the perk does but to me it feels like a double edge sword.
So I don't use it since I use Oppression or Dying light more recently but I never unstood pain: res because of one thing. You have to be super picky of when to use it.
Use it to early and all your tokens are gone and you now have an empty perk slot. Use it to late and you might have a token or two left by the time all the gens are done. So simple answer should be use it carefully not going directly to the hook right away with it. But then comes the kicker if you don't use it right away then you could have a gen or two go off because there was no pressure applied. So it kinda enters that paradox of when do you use Pain: Res and make sure it works perfectly?
Here's the thing also Pain: Res will also act like a failed skill check on a generator so explosion and noise notification...unless the survivor which most do to be begin with don't touch it. It still regresses but you lose that notification and well Dead Man's since most people who bring Pain: Res bring that.
So I never understood why so many people bring Pain: Res when it can be super picky when it will actually work to your advantage and apply the right pressure you need. To me I see it like Lightborn. It is a very situational perk since both require survivors to do something for the perk to work in your favor. Now am I saying it's bad? No since that would be dumb as there are worse perks out there but I don't get the appeal of it.

It gives you gen regression for hooking survivors. This is the biggest advantage of it compared to other slowdown perks. Limited and can be weaker in some situations like you said but it gives value pretty much every game. I wouldn’t call it situational like lightborn. You will always get good value from it.
At the very least you will delay gen time, and at best you will stop a gen from being finished just barely, take control of it and regress it all the way back.
The negative of perks like pop and eruption is they require moving to the generator. This can be too much time lost and the gen gets done in that time. However those perks can still be stronger than pain res, they’re not necessarily worse imo. Also, dead man’s switch is a very good slowdown perk, but it conflicts with gen kick perks. so whoever uses dead mans probably uses pain res with it because of that.

well it got nerfed into having tokens and there was a long while when compass didn't exist so it was worse since scourge hooks are random it's just the best of the worst since gen regression as a whole got nerfed into the ground and with the fast gen speeds + low slowdown/regression numbers it's kinda a waste in general to bring gen regression when you think about it but the perk i never understand people use is pop after they destroyed it in 6.0

The only time I "wouldn't" get value out of it is if I hook someone and barely any gens had progress… but at that point you are winning as killer anyways. Most of the time though when you hook gens do have progress and you get value. That's why a lot of people bring it

pain res is only good v bad survivors. But when there are people that loop well or stealth good enough to not get hooked…thats when the perk becomes useless.
The main issue i find is when survivors refuse to touch gens and im the only one doing them…. i get half way through a gen, someones gets hooked, gen regresses. i get it back up to about 75%, someone else goes down and gets hooked, my gen blows again. When this happens a 3rd time and the killer has had 3 hooks before 1 gen is done i know how that match is going to end. Me getting the hatch.
However, when others do gens and can loop better then gens can fly before pain res triggers. And if others are doing gens then even if my gen blows then there is another gen still being worked on.

Only two reasons first is the good regression in numbers accros the map compare to pop which requires killer to het physicaly to that gen and kick it so none mobility killers get value way higher than with pop or other perk with simular requirement as pop, second is synergy of other strong gen deffence perks like dead mans switch and grim embrace which just work greag with pain res even deadlock works great with it compare to pop.
Pain res is risky perk as you said because of many factors such as random spawn ( 4 scourge hooks can spawn anywhere so evel all in the corner and you wont get any or very small value from pain res) so its very map dependent, the chases can happen out of range to scourge hooks or very late so you wont get any value or just one token per game which isnt that good, sabbo survivors if they run the perk sees them and will target them before you even choose your direction after picking up so again huge risk. Gen progress, you can use its token in moment where the most progressed gen has like 10% of progress which sucks a lot and many people kinda miss this fact so its use can be very bad if your luck isnt so high and at its best state.
The hate for this perk is quite big but undeserved because it doesnt benefit with tunneling like some people claim ( you need fresh hook on each survivor to get your regression token) and there are so many drawbacks to this perk I would argue its sometimes less beneficial than some hex perk due to having no scourge hooks in place where you fowned survivor who wasnt burned jis pain res token or if in the moment of use the gen with highest progress has few % of pfogress and your token is burned for no solid effect and looses its potencial.

My bane with Pain Res is the following.
If I play Survivor it will always pop the gen I am working on at 99%
If I play Killer the second the hook button appears 2 gens finished one second earlier and a third one with 2 % explodes.

Pain Res is too easy to force gen regression when paired with DMS and Grim Embrace. It's not even the perk by itself that's the problem but its synergy with other perks. We need a meta shake so these killers stop relying on the same 3-4 slow downs so just nerf Pain Res, Eruption, Surge, Grim Embrace and DMS to make Dead by Daylight great again.

Pain res is just -16 seconds of gen progress, 4 times per trial. You are likely wasting more time walking to the white hook on the other side of the map. Without DMS it's a meme perk.

We had the meta shake up so many times and it always ended the same.
Gen Regression Perks got swapped with other Gen Regression Perks and yeah… This wasn´t liked.
Sloppy Butcher was a meta perk for a short amount of time and got nerfed… which got swapped with a gen regression perk.
Aura Perks were a long time useless because of distortion and if I red this right many players want distortion back not thinking what could that mean… just a hint… more gen regression.
To be fair. My favorite Meta was Ruin Undying. Could it be obnoxious as hell? Oh yes…. Did it solve most of DbDs problems? Yes it did.
It slowed down gens either by regressing or the search for totems.
The Killer had to run away from the hook to get value out of the perks so camping was much less profitable.
And if the Killer found someone on a gen they were more likely to chase the survivor, because while the others were healing under the hook gens regressed.
