Why is Bubba still able to instantly down survivors who just got unhooked?
It's kinda weird that with how much the devs were focusing on tackling tunneling issues, this wasn't one of them?

At one point they tried to make it so he couldnt double tap someone off the hook within a certain timeframe, seems to not work anymore.

Its not always double down because things like beast marks and iri flesh (which are his best addons just speed and more charges when he gets down arent match by anything he has in his addons) than he can clearly get you unless there is solid pallet or window on your way ynd you get to it before he gets you but bubba without these two can still not be able to get you.
If you want to just make sure the c-tier killer cant punish unhooks before his face anymore and just gets trade (thats only thing thats good on him tbh and its still not guarantee) than he can loose one charge when hitting unhooked survivor but I fear good survivors will use it against him when they unhook and he is close and coming for hit with his saw than the unhooked can just tank the hit and both of them escape which isnt ideal tbh especialy on killer that is on the bottom unlike blight,ghoul which can just hit you from the hook and cat up in few seconds and get that down.

I believe it worked for some time but it seems to be bugged out by other things being changed or added like always.

Because Bubba will often camp you to death otherwise. It is too easy camping with him, with no reprecussions for doing so, as you have the iri flesh and speed add-ons to counter the self-unhook from the anti-camp measure.
And unless you have DS against that, there is no point in trying to unhook.
Every Bubba who resorts to basement-camping for instance. It is a playstyle that is extremely anti-fun, since all you do is either hanging on the hook, or you are holding M1 on a gen.3 -
Idk where you find those bubbas in 2026 because Im have met in 2025 only two of basement bubbas which are pure campers and nothing else but bubba cant be just camping because the anticamp is there and without iri flesh and beast marks he kinda lacks the speed and dastance of getting those double downs people so much talk about here.
If there is endgame near and last gen being worked on across the map or all gens are done than its clear bubba will deffend his last hook thats just thing that logical on killer that has just instadown and nothing else without beast marks (he cant be great in chase without them because he lacks the speed and even bubba mains will tell this and admit it, he can force down pallets but many other killers can do this so i dont think buba is so unique in this only thing that comes to my mind is his ability to get multiple instadowns which only he and oni has and for oni survivors must give it to him compare to bubba).
When he meets window or area filled with them without bambbozle (sometimes even bamb wont help you with more windows) than he is just m1.

I see them more often than not.
But a common denominator for Bubbas, camping or not, is that they all run Iri Flesh.1 -
No surprise they run iri flesh or beast marks or both, because the most fun and effective build require these two addons and every bubba main will agree with this.
Beast marks give bubba that speed that he needs so he can mind game and play more loops and iri flesh makes his snowball potencial double or even bigger and these two addons have no simular addons in terms of power and utility.
