Why is the DC penalty not based on players physically leaving a match?
There have been WAY too many times now where I am repeatedly kicked from a match and get the "dedicated servers" are not responding message. This has been an ongoing issue for me for over two years now but now it seems like I can barely ever get through a single without this issue happening, but what makes it far worse is that it counts towards the DC penalty which means I often get a wrongful 15 minute or 30 minute or sometimes even 1 hour DC penalty all because the servers can't function correctly. I should not be punished for this, the DC penalty should be based on players leaving a match on their own by hitting the "leave match" button instead of if you lose connection to a match.

Every time I’ve been kicked from a game due to server error I don’t get a penalty, so not sure what to tell you. You shouldn’t be getting DC penalty due to server errors.

Dedicated Sever not responding does not just mean the server lost connection it can also mean you lost connection or you connection fell so low that server did not get good enough response from your end. Before you go with the normal statement of anyone who is told this that your connection did not fail. Packet loss can happen anywhere between you and the server and more places it needs to go through to get to destination more chances of connection or information loss. You not losing your internet does not mean the information on one point between you and the game server got lost, was corrupted, server did not receive the information from your inputs or the servers communication attempts were not going through to your end.
If the server crashes you will never get a penalty of it as that is server end problem.

They've said previously that it's because people can just unplug their modem to get around the penalty. A disrupted connection to the server can also be caused by a hitch in your internet connection.

What you have is not a crash on either side but the connection between you and the server going dark.
Machines cannot differentiate between the reasons why the connection cuts, they only recognize crashes and like others have said won't give a penalty if it was the server having problems.
It looks all the same to them: a hiccup from you Internet provider, you turning off your wifi/router, a blackout, pulling the plug of your PC/console and so on.
Hence you get a provisional DC penalty.
Reduce DC penalties down to "leave match" button only and you will see a sharp increase of mystereous connection losses across-the-board.
