Should High Mobility Killers Have A Round-Start Cooldown?

This is something I've been mulling over lately, and I'm curious what others might think about it.

So, for the sake of comparison, Sadako and Dredge both have a cooldown on their power when they first load in, so Sadako can't teleport to a TV instantly and Dredge can't teleport to a locker instantly. Regardless of if you think that's fair for them, I want to contrast that against killers with better, less restricted, more lethal mobility: Blight and Hillbilly.

Neither of them have to wait before they can initiate a Rush or Chainsaw Sprint respectively, and can therefore be on top of survivors in a very directly threatening way very quickly.

Would it be more fair if the two of them had a brief period at the start of the trial where they just have to walk towards survivors, only gaining access to their powers once they're closer and survivors have had time to move + react?

I'm not committing to suggesting this myself just yet, I'm still on the fence. What do we think?

    It's not a good comparison i think, because Sadako and Dredge transport unhindered, whereas Blight and Billy both have to contend with obstacles. So I think the cooldown is appropriate for them (and Freddy too!) while the other two are fine.

    • With the Devs' modern mentality, I think the opposite is more likely, meaning Dredge and Sadako won't have any colddown at the start of the game. What difference does it make between them if I'm Billy and I can get close to you in literally 3 seconds? I'm referring especially to open maps that always have plenty of maneuvering space that's easy to navigate, even for those who aren't super-skilled Billys.

    Any nerf to blight i wouldnt mind.

    Billy got nerfed so much that his chainsaw barely feels good or viable anymore.

    So this would just hinder him when he doesnt really need to be hinder, especially since alot of maps also just makes his chainsaw useless.

    incresing cooldowns ( downtime ) is the worst way to change a killer balance wise .

    Any killer with lethal persuer will be on the first people in seconds even as nemisis. The mobility just changes that from seconds to a second. I don't think it would make too much of a difference.

    Dredges teleport is on cooldown incase they see people going to lock the first lockers they see and bam instant down. (From reverse locker grab animation)

    Sadakos tvs on cooldown so survivors arent getting immediately spammed before they can reach the tvs on their side of the map for a tape.

    As for the sprinters like billy there is plenty of warning that he is on the move and survivors can get into safer positions and see where hes coming from / dodge the hit
