Why toolboxes are still strong as they currently are?

Me and my friends did an experiment on running 4 toolboxes with BNPs. On 10 matches, we got like 8 with killers doing 1 or 2 hooks only, or only 2 of those getting a kill.
Why toolboxes still exist like this?
EDIT2: Toolboxes are the most commons currently for winstreaks. Even casual with 4 toolboxes can pressure experienced killers with ease.

Toolboxes only last for a few seconds when repairing a gen. If's not even worth it to use them for gens imo. If I'm bringing a toolbox it's for sabo. Which is also kinda average considering how close the hooks are now, maybe that's why it feels so great to pull off a sabo.

I'm not against nerfing toolboxes, but the problem is mostly just coordinated SWFs like this.

We don't need to nerf everything survivor has because of a minority of players coordinating. I've never once gone up against 4 BNPs, nor have I ever coordinated them with a group.

I haven't said it was only effective in coordinated teams. I said is so strong that in coordinated teams killers don't stand a chance against it. Two Solo with toolboxes can still be quite a challenge if the team is not completely bad.
Also, we need to nerf things if they are broken in coordinated teams, specially if they are only strong IN COORDINATION.

BNPs were once broken. They are not any more. They're just useful. I bring a toolbox and BNPs are like my 5th choice for an add-on. What is with this endless desire to nerf survivor when also crying anytime they receive anything? Does everything have to be abysmally weak?

A stacked Commodious is definitely too strong, especially with a supporting build. The issue I see is that just nerfing the numbers wouldn't really be satisfying and the runs the risk of making the item useless.
In my opinion, the repair speed bonus on toolboxes should be replaced with another effect of some kind. Finding the right one is probably going to be quite difficult, though.

Honestly that's the easiest part to come up with ideas for, the problem is everything else around it. For example an obvious one is to make toolboxes no longer affect repair speed, and instead make repair progress performed with a toolbox be permanent, ie it can't be regressed past a certain point.
But then you have more than a few questions to ask and answer: How is this communicated to the killer (if at all) who might try to regress a gen past the point it cannot be regressed? Would this only apply to standard regression over time or would % instant regression perks (and the 5% kick) still work? Would this be more or less toxic for the health of the game than current toolboxes? What would add-on design look like? What perks would have to be adjusted? Would it make sense to revert gens to 80 charges/seconds if they were changed?
Personally I don't really hate toolboxes, I just think they've always been kinda mathematically BS and limit the killer's effective options to secure a win condition when combined with all over the other tools survivors have been given over the years. Specifically when you start to take coordination into account. But there are definitely more in-your-face annoying things to deal with as killer right now.

I was thinking something to counter anti-gen perks, like the toolboxes reduces the efficiency of gen regression by 50% for a time.
Toolboxes for sabos is almost fine - i really don't like how the strongest toolbox can sabo right in front of the killer, with no timing, and get away with it - they aren't much an issues. Its just that toolboxes are busted and requires almost no skill to use.
Well, they are stronger than before in some sense since they remove charges from generators, and the killer can't kick/regress the charges back.
Its not to endless nerf survivor - i play survivor too and i don't rely on those things consistently to play. Its just ask for balance for things that are far too free and far too strong. Even without toolboxes survivor will still have many things in their favor.
