The double punishment in 2v8 for fair play?

as some of you may know I am back from my DBD break and the game is much more fun after some chill time.
After all that I still got a question and I don´t want this to be an us vs them so please be honest in this discussion.
My problem is the following.
We all know that tunneling is the most unfun thing in this game so tunneling should be "punished" am I right? I think we can all agree in this. But as it seems are Killers who spread hooks in 2v8 the ones which are punished more strictly.
What do I mean?
- If the Killer gets 3 hooks this could mean that 3 Survivors got a hookstate each or that one Survivor is already dead. In both scenarios the gens get the same amount of gen speed but the Survivors numbers are different. So tunneling is sadly the better way here.
But now I get to the point which is the more problematic in my opinion and these are the abilitys which are unlocked after the first hook stage is archived.
What do I mean?
- If I decide to not tunnel I have till hookstate sixteen, eight stronger Survivors to deal with than Killers which go for elimanation every 3 hooks.
So I am a bit buffled. Shouldn´t this be the other way around?
Shouldn´t the Survivors which are tunneld out get more help than the ones which are more safe?
Maybe I am missing something but thats the moment I ask you for your help.

If you are talking about the gen speed increasing for every hook instead of every kill, you are correct. It should work based on how many are alive.

Exactly! I am not sure who thought each hook state was a good idea. After each kill sure, whatever..(Even though the killer still gets absolutely nothing if they are completely behind on hooks which sucks 1000%)

No, we don’t all agree that “tunneling should be punished.” It’s a valid strategy that has valid reasons to use depending on the situation.

That is my biggest grip with the catchup mechanic in 2v8. If you don't tunnel you are punished with more survivors doing gens even faster. Since i've came to realize this, i'm going for those who i hooked once, so i don't end up in a situation where i'm losing gens so fast that i can barely chase someone.

Much as I dislike tunneling as a tactic, it is necessary in some situations. And in 2v8 it's basically something you're forced to do to secure enough pressure to not get gen rushed for a 1 or 2k.
Plus it's much easier to counter in 2v8. With the sheer number of survivors it's easier to protect unbooked survs so they get away clean and with larger swathes of the map becoming safe once gens are done then double hooked survs have plenty of safe space to find heals. Plus the purified tonics allow you to remove a hook state. And it is rather difficult for killers to target individual survs unless they are playing with a very distinctive skin.

slugging, too. slugged survivors give no gen boost or work any gens while you kick/break/enjoy the atmosphere. I slug in the 2v8 way more than 1v4

It's less effective in 2v8 since people effectively have basekit unbreakble. So a survivor self reviving usually wastes less time for the team than another survivor uncaging them

- This game mode is already problematic in terms of engagement, in the sense that everyone wants to play killer and relatively few people want to play survivor. If we try to make a perfectly balanced game, we'll end up really not wanting to play 2v8 survivor anymore. From this last interaction, I'm already sensing a bit of boredom/fatigue with the mode in general, so instead of looking for punitive/rewarding solutions, I as a DEVS would do something more fun (and no, the flashlight class isn't the solution).

Staggering the catch up mechanic so that a third hook gives a lot more benefit than the first hook would be a much better catch up mechanic.
Maybe I am missing something but thats the moment I ask you for your help.I suspect BHVR's intent was simplicity and what's generally true, as well as keeping the purpose of an elimination style game.
Simplicity - A flat rate per hook is either to balance than calculating around either a different rate per hook or just how much each elimination should be worth.
Generally True - Most games probably play out the way they want with an elimination coming after decent number of hook states have been obtained, so 3 hooks and someone out and everyone 2 hooked are both rare enough that, for them, its not something they focus on.
Elimination Style Game - This is probably the most controversial of the concepts. But DbD is an elimination game, getting eliminated should be something that a side tries to avoid. While this would of course depend on the numbers, I think a situation where a survivor on death hook could just not worry about the killer (because of how much of a gen boost it would give) would take a lot of the excitement out of the game.
That's my guess though on BHVR's approach.

Yeah but… isn´t the usual complain from Survivors that we don´t want to get tunneld out? That this is a big part of what makes the game boring?
So… it would be better to not punish the Killers which are spreading the hooks and "punish the Killers which go for 3 hook elimination?

Yeah I have swapped up how I play once I found out how this mechanic actually worked lol. If I find the freshly uncaged with no protection knowing how this mechanic works now I dont hesitate to recage and potentially sacrifice them especially if they dont get a tonic in time. Its made the game a lot easier. A stark opposite of my usual nature because I love to split hook. But if bhvr is literally punishing it I am not against taking the wins how I get em.

I mean just letting them hang out a bit, not long enough to pick themselves up. I rarely leave people on the ground for any period of time in 1v4, I like to insta pick if survivors will allow me. but in 2v8 I feel caging isn't priority #1 if I have a check list.
as I type this, a joke just popped in my head that I'm denying the survivors a chance to Bystander Effect themselves and let the team go 2nd stage

Tbf in 2v8 there's usually at least 2 people lurking with flashlights at any given time to try and get the save 🤣
