Diminishing returns effects
Ok so I read the patch notes and they were kind of vague about what exactly diminishing returns effects. So I assume if I stack pwyf and batteries included that is effected. But what if I bring pwyf and windstorm for wraith? Or two trap setting speed addons for hag? Does it effect if I bring 4 window vault speed perks? (Is 4 of them good? no, but it is funny) If so I don't really know how to feel about it. It just seems to remove a lot of freedom in making builds/bringing addons.

I didnt read it fully but it reduces stacking some effects from perks like haste or healing speed but doent effect addons or powers I belive.

Correct.
Running Double Speed on Blight will give the full 5% and not 4% for example. Same with running two Speed Add Ons on Medkits, those are also unaffected and will have their full effect.
