they probably got the rights to his other outfits from the movies. It’s just the deal they were able to struck when they asked for his characters rights

Ash also came out after the Store was created. So they probably didn't think to give the other licensed characters outfits because not even the other original Survivors had all that many. Feng, Ace, etc, had like two outfits before the Store came out. The licensed still had one additional outfit and their prestige clothing, just like everyone else. But when the Store was released, they didn't get anything extra because they have to get permission. Something they were able to do right away with Ash.

because the license holders allowed it.

the devs themselves can not decide weather a licensed killer gets new cosmetics or not, all they can do is ask the license holders nicely and hope they say yes.

if they dont want, lets say Michael Myers, to get new cosmetics, he wont get any, no matter how many the devs already prepared and would love to put into the game.

Ash came out after the store was introduced.

So the negotiations for getting the rights could have also consisted of cosmetics for him from the beginning.

Whilst with the other licensed killers and survivors they would have to reinitiate negotiations to get cosmetics for them which could be a difficult and time-consuming process

The license holders for the Ash vs The Evil Dead let them put in everything he wore during the course of the show that was memorable.

Quentin has some cosmetics as well but yeah it's down to the license holder what BHVR gets to put out. It's a shame really that the holders don't take advantage of the cosmetics store.

probably because the other characters don't really have other "cosmetics" also more than likely, more expensive.
