Why was there no mention in the PTB patch notes about the Dark Devotion bug where Nurse's blink strike would not transfer her TR?

Because it's not a Survivor buff.

Probably not a bug as they changed he blink strikes to code as basic attacks because they have to be able to trigger MoM.
