Slugging is not bannable. Long story short, as long as you're not exploiting, hacking, or sending out death threats, it's not bannable.

There is only one scenario that slugging would be bannable and that is if you hold the game hostage by continually downing the last survivor with No Mither and not hooking them, everything else is fair game.

Even in that scenario, the survivor will bleed out, eventually, and they still have the choice NOT to recover and NOT to get up.

And when you get re-downed, you keep your bleeding progress from last time.
You'd still die after a bit longer than 4 minutes.

The Killer loses BPs for bleed outs....but if BPs are not the objective anyway, I doubt it changes behavior.

Statistics state that if you slug 4 people, then you slug 4 people. How will one of them self-unhook if they're being slugged? What is even the significance of slugging given that self-unhooks have no relation to anything?

It's not bannable. The only reason people complain is because it's boring.

I mean if you intentionally leave all to bleed out and don't even try to hook once all 4 are downed, you are holding the game hostage for as long as the bleedout timer is, and it's a decent amount of time.

Considering a lot of people keep misusing that phrase I'm going to explain it all in the game hostages when you put a survivor or a killer in a situation where the game cannot continue unless they disconnect.
For example by the blocking someone in the basement and not moving or a survivor standing in a glitched area where the killer cannot hit them.
In cases like the ones I stated above the only way to continue is for the opposite party to disconnect hence why it's holding the game hostage.
If there is some way that you can escape the situation either by Bleeding Out or anything like that it is not holding the game hostage you could probably make a case for griefing but not holding the game hostage.
This is why if a pig traps you in an area when you have an active reverse bear trap on until it ticks down and kills you it's not considered holding the game hostage as you will die

The reason why it only says just slugging and nothing more is because literally every form of slugging is allowed.
Because slugs WILL die after 4 minutes.
Your reasoning for calling it hostage-taking would also apply to the Pig keeping someone in the Basement who has a Reverse Bear Trap ticking on them.
Even though they'd die, it'd take long and they can't do anything about it.
Yet that also isn't bannable.

No, it's not. The developers have explained very clearly what "holding the game hostage" means - it means that the game is in a situation where it cannot end unless someone disconnects. Survivors bleed out in 4 minutes, and therefore it is not holding the game hostage.

Survivors have a problem with a 4 minutes bleed out timer but they have no problem sitting on the hatch for 40 minutes.
I'll never understand this logic.

RTB is only a 2:30 timer without Tampered Timer addon. That's not a great deal of time to weight to die.

If you're slugging until they bleedout and just sitting there, no. It's not even a hostage situation since the game will still end after 4 minutes.
I do think it's a bit of a scummy move, but if the survivor was being toxic I'd argue it's karma.

No it is not bannable. They die after a while, so you can't hold the game hostage with it.
It's not particularly nice... but since when are Killers supposed to be nice. :)

Don't let your entire team get slugged? Are you serious? How is a survivor supposed to prevent other survivors from being slugged. In some situations you can't. Now if someone is across the map and working on a gen and ignoring the fact that there are people down that need to be picked up then yeah... they messed up. But if someone has NOED or Haunted Ground was just broken or Michael has infinite evil within, or ghost face red rings everyone, or oni is in rage mode, or a killer has Devour Hope, and other countless scenarios (as rare or not so rare as some of these situations are they happen -- some are actually common) the survivor(s) are helpless to do anything. And unbreakable isn't a guaranteed success. The killer can still hit that one survivor down. And many times in these situations the survivors are all close together either because they were working in a gen or trying to make a save. It happens. You can't blame survivors or say they let it. That's ridiculous.

Nowhere on PS4 does it say you can get banned for slugging. It's not griefing. You can die on the ground. Their job is to ensure your death. That's like saying looping is griefing.

If your team gets slugged that's too bad, but the killer shouldn't get punished for bad play, and you shouldn't get rewarded for it either.
Every single example you mentioned has counter play, it's not like you just get nuked and couldn't to anything about it.
Even if you're the last survivor left, if the killer hasn't seen you you have a chance to bring it back and that's good enough.

Because It's more common to have a match where the gens get done extremely quickly than it is to have one where your whole team is slugged at 5 gens. (Especially if the whole team is left to bleed out which I've never come across in two years of playing survivor, thankfully) Also in that case survivors are likely to blame each other as well as the killer so the blame gets shared out a bit more. It doesn't feel like a particularly interesting or interactive match in either case though.

4K Slug definitely feels worse. Just a waste of time for the survivors and even worse the killer is typically going out of their way to 4K slug for whatever reason.
At least with killer you can still get a decent amount of points when being genrushed.
