Dont get caught in the open. If you see or hear a Billy racing in your direction, get to loops.

Just loop him as you loop every 115 killer, and if he is about to chainsaw you, try to vault a window and make him M1 you

The best way to deal with it is move erratically. Try to loop around objects as the hit box is really broken and can catch the smallest of boundrys.
And the ultimate advice when up against a hillbilly is don't go in corners!

Be unpredictable with your movements and don't get caught out in the open with no pallets. Other than that pray they miss.

Not much you can do. Billy’s power is brain dead easy. Basically spoon feeding the killer a win.
All you can do is get to loops and don’t run in a straight line.

Move unpredictably and hope they miss. Billy can hit you through window vaults pretty easily so unless you're close to a pallet just move as erratically as possible.

99% is only a problem when he menages to close the distance to you on a open field, so you can't also use cover...
It this case is perfectly reasonable for him to down you in one hit because you allowed him to get you in so ######### situation.
When he 99% on loops you have to know if this loop is a good for you in this scenario, if no... you should have moved when he was preparing his chainsaw.

Don't let him get close to you in the first place.
You're only in danger when in open areas. Try to get around windows, pallets etc, he's a basic m1 killer there.
But to answer your question, you can't do anything except be unpredictable and hope he misses.
