Does the Plague keep her movement speed of 4.6 m/s (115%) while holding vile or corrupt purge or is she slowed down?

    As far as I remember, she is slowed down to 110% ms.

    For vile, it was 115% in the PTB and they nerfed it.

    For corrupted purge, it was more than 115% in the PTB and they nerfed it too.
