Cause the devs are probably too busy trying to fix GF so that people actually buy him

Answer is likely that they're too busy with other things like game breaking bugs and new dlcs

You're right, ragequitting can cause depipping on both sides. But isn't giving survivors a minimum of a safety pip a very simple solution that could've been implemented months ago?

the initial screen may say depip but it comes back once leaving post game menu.

Not always. Usually for me and my friend the depip is very real.
It sucks for both sides. Not just one.
EDIT: I'm pretty sure the rank rework would fix this issue but I would hope we wouldn't have to wait that long for what seems like it would be a simple fix. Dedicated will definitely deter disconnecting, but I do wonder if it would actually fix it.
