New perk/shard system coming up

So it may have been asked already, I've only just watched the last live stream, and joined the forums.
They were talking about removing the shard cap (great), also talking about how perks are available from the get go (also great). I'm curious what will happen to those of us who have played since release and have all perks for all characters, do we still get to keep them on all of our characters, or will we start again with the new system? A little confused on this...

    We will not start over with the new system! There's no reason to reset everyone because they do an overhaul like that.
