If Bill is pc exclusive, ps4 should get Tess from Tlou
Because Tess is awesome, would look amazing, and her story is over in The Last of Us and therefore is free to roam the fog forever and ever without it ever being too depressing.
Also she was the one who was full of hope, even when she was bit and the Fireflies were dead - the Entity would like that.

and when xbox gets an exclusive...the switch won't have an exclusive

The issue is that bill is a Steam licensed character and Valve until they allow L4D onto consoles won't allow it sadly. Which is stupid because that's money they're missing out on.

if they get a chance, I believe they would make bill available for console. I’d rather they introduce survivors that everyone can play.

L4D is on consoles. Valve has their issues w Microsoft and Sony though, I remember because iirc they wanted the L4D dlcs to be free for everybody and neither company was willing to allow it.

DBD when Bill was released wasn't available on console I believe and as @Snow_ stated there's reasons.

As much as I'm against exclusives, TLOU characters would fit into this game perfectly, and if they could line it up with the release of TLOU2, it could bring a lot of attention to the game.

All I want is for all exclusives to be available to all! I am NOT going to waste my money for dbd pc just for bill and the coolest cosmetics ever! (Especially claudette)

The issue with him being pc only is then they could ever do multi platform and include the pc community with it.
Of pc people would have to choose a button multi platform or not and if they choose to que multi platform the option of him and his perks are locked

His perks are in the generic pool on console, with L4D references removed. They could easily put him into cross-platform play by making him appear as other survivors to consoles, like a Dwight.

If Bill is exclusive to PC, and if Tess from last of Us is exclusive to Ps4, Then... Master Chief should be exclusive to Xbox, and if Xbox gets Master Chief, Nintendo switch should get Mario, and if Nintendo Switch gets Mario... Then The Mobile version should get... a Dead by daylight Mobile Exclusive Character made by the team!

I'm pretty sure when you use time, effort, money, and resources to create a character, you want to get maximum profit off of it. Thus, exclusives would not only be bad from a development standpoint, but a player standpoint as well .
If BHVR had the power to release Bill on consoles, they would, but unfortunately, that's not how it works.

Bill wasn't meant to be a PC exclusive, it's just that Valve didn't want him on console, for whatever reason. Also, more exclusive characters are bad for the game.

So by your logic, it's okay for PC gamers to have exclusives but not any other console because in the end, PC players will want more exclusives because other consoles have them? Seems odd to me, but okay.

Adding more and more platform exclusives will just make it more and more difficult till impossible to get crossplay functionality.
