PBA - Ghostface
Please be adviced,
When Ghostface comes out, buy him through steam and not ingame store. This way you can refund Ghostface if they actually nerf him to the ground like they did with Freddy after release, so atleast we haven't wasted our money on another useless killer.

If you have more than two hours in the game OVERLY. The dlc's will count to the main hours that you spend in the game, not in DLC.

Or maybe just wait and dont buy him immediately if your only concern is top tier viability and not actually playing Ghostface?
Stop impulse buying if you refuse to accept the purchase for whatever it is.

I have refunded on similar dlc stuff in other games through Steam. It worked.
The 2h is not for the base game

It's only if you've played over 2 hours after buying the dlc.
Also for the op. Maybe just wait to see a few weeks or maybe until the mid-chapter patch to see if he gets changed if you're that concerned.

Or just buy him because he is fun for a few laughs and enjoyable games.
