What if balanced landing activated when you get off killer's shoulder?

I wouldnt mind if the staggering reduction applied all the time, while the speed boost remained being affected by Exhaustion.1

It received a buff that reduced stagger affects all the time instead of on a cooldown. Only the sprint is on cooldown for 40 secs at level 3.
