Depend on how you define tiers.
To me he is not top tier, but he is not the worst either. I'd say he is in the same boat as Myers, Doctor, Pig and Clown.

The clown has a strong chase ability, and Myers has insta-downs and small TR. They are WAY better than legion.

I am a Legion main, currently they are average.
They are really good in farming blood points if you verse average survivors.
Against Loopy Loopers and Jenny Rushers, they are under performing

Ghostfaces nerf is not even close to being enough to make him drop from high tier to bottom tier

If properly optimized Legion is a mid-tier killer. Without addons or perks they are low-tier as they have absolutely nothing that other killers don't do better. They just happen to have the ability to sprint and vault, but lose the ability to down in exchange. Legion's ability to stall the game with mending alone is very weak now. If in a position where they can't use ruin or thana then slowing the game down isn't something they can adequately achieve. You'd have to resort to slugging which puts you in the same place as Wraith or Trapper. Yet, those two have the benefits of complete stealth and area denial respectively. In terms of speed with addons Wraith can outpace Feral Frenzy even though he can't attack. He can also vault nearly as fast or slightly faster than current Legion with the right addons.
Trapper with Brutal Strength can break pallets probably about the same speed as Legion can vault them. While he can't move as fast as Frenzied Legion he doesn't need to as he can just deny loops and windows with well placed traps.

Since nobody likes feral frenzy I would like they would simply make feral frenzy a way of transportation.
You can't hit people with it, but it's like wraith you can use it when you want.
At least we could have map pressure

I'd like to see the power with a bit more meat to it than just that, but it would at the very least give him proper separation from BT and Ghostface. Sharing their two keynote features with a perk and a killer means Legion will suffer more every time a change is made to those two.
I've actually suggested doing away with deep wounds for Legion and turning them into a completely rush down on-hit effect killer who could stack on-hits. You can see the ground work for it in the pin addons, but they're wasted in their current form. I actually like the part about being able to run around stabbing everyone, but not downing them. It does give you a good feeling and mechanically it is great for malicious scoring. Pure on-hit effects would definitely give more design space and creative play options. You could itemize for anti-healing, slower action speeds, etc. Deep Wound doesn't feel good to rely on when it isn't threatening and is shared with a perk that uses the same status to diffuse life-threatening situations.

I think he's alright honestly. People exaggerate when they call him trash or 'the new worst killer' or whatever, I don't think he's that bad at all.
Obviously not top tier, but still has decent strengths. So like most killers he's mid-tier.

as a legion main whos been playing since before the nerf, they're for sure mid tier when played right. they're basically just an m1 killer, so you need to play them as one. the issue with legion is too many of them hit one person with their frenzy then instantly try to down them by canceling their power.
its just in the way you play them, same with any killer

He's with the Wraith at either the top of low tier or very bottom of the mid tier.

Ahh think about it 8%increase in detection means it’s going to be nearly like it was prebuff it definitely could break him. Instead of survivors getting better with centering camera they get a nerf.

I'd say mid-tier, high if played extremely well otherwise on the lower side. Easy points when you struggle on those malicious/chaser emblems since they do the work for you, but suffers the trade-off towards Gatekeeper with inconsistent pressure. You have to be sweaty if you want to get those pesky survivors off your gens. No time for laziness here.

You're right, but hed have to be high tier to begin with, the only reason he is up there rn is because survivors refuse to learn exactly how to counter him

What a shame everyone says he is mid-tier. You are destroying his chance for a buff. If you are red rank then maybe you consider yourself juke-proof. If you are not at red rank, a good juke destroys his power and has a ridiculously long stun, way longer than Billy gets if HE cancels his power.
Legion desperately needs protection against missing a single feral frenzy hit, a boost to vaulting and some way to prevent the mending in front of Legion's face which is the ultimate insult to what was a really fun killer when he wasn't abused.

Legion is the bottom, he is no fun to play, not fun to lay against the nerf he got, destroyed legion - miss a single shot, it's a 4 second stun -coughs- hillbilyl 1 second with a fire cracker up his ars?/ really?

Waaaaay at the bottom. Don't get me wrong they are a lot of fun but their power is to easily countered.

Reminds me almost on the Legion.
From time to time, you had read on the forums "no counterplay!!!1111"... Just to meet in your next match survivors who know how to counterplay.
Some survivors are just lazy. Sadly they are also the loudest. The good ones are mostly silent and only post sometimes something, just to be getting attacked then by the lazy ones :|.
After my experience, the new Legion is no fun to play. If the Legion is fun to play against, I can't say, because I stopped playing the game after a few matches with the new Legion.
