IS Stridor supposed to counter Iron will?

I always assumed it wouldn't. Since Iron will reduces all groans of pain by 100%. And Stridor increases them by 50%. And 50% of 0 is still 0. I was pretty sure that's how math works anyways. However in my last game I noticed that I could hear Jeff groaning in pain (the sound confused me, since I always run iron will. I was like, "Oh #########, Jeff is so loud")


So, Is it intentional, or bugged? I know I haven't really played much in a couple months, but i don't remember Stridor working like this. or maybe its that no one ever used it against me?
