Item descriptions, interaction names, Killer descriptions, menu text, you name it.

I think Spanish has 3 to 6 different variations. Since at one time England and Spain controlled good amounts of land worldwide. It's made them a very well used language.

Yes they are available for people. I'm not sure if its region locked or changeable. I have never seen the option on ps4 though. I have seen pc content users change the languages though.
Unlike Monster Hunter or RPGs the games language is very simple so you should be fine with just a basic look into perks if it's not in your preferred language.

Idk about consoles, but i just checked, and i can change it to whatever language in the main menu options menu on PC.
