dbd is best game in genre but when i remember other games given differences between survivor characters
it makes dull to look at dbd survivors
if they have pros and cons of their actions and abilities
will more interesting to give bp to raise and play different survivors
first example is dwight he is determined nerdy big boi
his personal stats can be like
-10% window vault startup / +5% repair speed / 25%higher chance to trigger skill check
than he weaker in chase,better at repair with great skillcheck
next example is meg
+5% both vaulting startup / -15% repair speed / 3%faster mov speed
most fitting her story and faster mov speed is unique so she have biggest gen penalty

-5% both vault startup / +25% speeds healing others / +15% larger great skillcheck
match for what i saw this character players did in most rounds

i didn't called f13 level of no brain pickups, its less effecting version of 5th personal
also dbd is situational game with different killer
vaulting speed doesn't matter with nurse or spirit which most common pick
how do you know everyone down in match? also useless when left only 2survivors cause killer gonna all kill anyway but 2rd phase progression speed is always badly effect for bill
massive exhaust recovery speed reduction is matter 80seconds is very long
15% of slower gen speed is slower than minus toolbox
resilence or spine chill have 9%,6% of vaulting speed still its not even close to game changer
but -15% of vaulting startup, you can feel that in chase
healing speeds sometimes matter when killers not camping
but half of matches healing is time wasting especially you don't have medkit,
and i don't like to see already few characters overusing
which non dlc characters meg nea claudette etc and dlc feng ace kate
that made not fun to use bp for survivors

Survivors don't need innate buffs, they are already very strong.
If anything, maybe each survivor should have a specific one of their teachable perks that only they can use.

Take your list and Jake has no downsides if you don't sabo so imwith the meta perks atm nothing would change for them.
Then you have tapp with 15% speed in terror radius again no downsides outside it.
You have two characters where you aren't hindered in chases and normal play resumes.
If it affects the normal chase and objective why would someone use that character?
Like all the others said you just create meta characters.

I prefer being able to play any character I want how I want instead of being forced to a playstyle/downsides with them. I (and many others) like playing characters for how they look instead of being forced to a playstyle. Perks already provide the abilities/playstyle the player wants on the character they want instead of being forced to play a character that they dont like but fits their playstyle more.

Buff a category but nerf the other doesnt work.
Especially like buffing Boldness category (+% run speed while in chase) just make good looper even more madness.
I would say if give the survivors ability to snap 1 of their 3 own perks into Item slot as the 5th perk slot (without ability to pickup item or something). That already make survivors different.
You see Clau without any item in lobby? Its either she has no item or she has self-care on her 5th slot.

for jake that was intentional, cause 15% of totem cleansing boost doesn't effects game meaningfully and theres no many jakes in matches

its fair, did you measured how long you repair in killers terror radius per match?
for me its less than 1/4 times, if killer chase me it even less than 1/4

this is true, except nurse and spirit this game killers already have to avoid all of 'knowing something survivors' and find to kill noobish players first for high score
