I feel like there should be a penalty for tunneling and camping because the main reason why killers rank up so fast is because most of them just camp or tunnel anyone who is hooked

Camping and tunneling won't get you ranked up and you get a lot less BP for doing so. That is the penalty. The only time camping won't punish the killer is if there are survivors near the hook. In that case they aren't considered camping.
