We got a most annoying Doctor build thread so I figured why not? What's the most annoying build a survivor can bring?
Decisive, Diversion, Borrowed Time and Dead Hard?
Honorable mentions: Adrenaline, Head On, Small Game, OoO?

I actually change my mind, Balanced Landing + Haddonfield offering + 3 optional perks is the most annoying build in the game.

Add instaheals to spice stuff up.

OOO, NM, IW, Spine Chill. Play super immersed, don't even do gens.
Look at the killer to annoy them. NM + IW makes you completely silent and you leave no blood so there is no way to track you. SC let's you hide when the killer is nearby and helps you stay immersed. The fact you have NM and the killer can never find you but you keep revealing yourself will greatly upset them.

Saboteur can be really annoying as well if used properly

This build seems stupid against high mobility killers, they gonna find you anyway because of OOO. And you still levae scratch marks.
