I think that build is best summarized for the killer as: Damned if you do, Damned if you don't. If you let them go, they essentially get an instaheal. If you aren't able to get them before a locker, you get DS. Killers shouldn't get no win situations. EVER.

Strong ones? No problem. But inner strength is beyond strong, it puts the killer in a situation where they either have to take a DS or take an instaheal. And please don't respond with "dOn'T tUnNeL".

The killer looks strong frankly, teleportation is big. The perks are actually good, Surge is really good it is an improved version of Pop Goes the Weasel.
All the three perks are strong. Cruel confinement is a detection perk that traps the survivor. It will especially be nasty in Haddonfield.
Mindbreaker screws over all the exhaustion perks people use.
They are all good and Surge is definitely going to become meta. Mindbreaker good chance wit will.

His teleportation seems inconsistent considering survivors can destroy the portals and that he can't see while going through a tunnel. Surge only works in 32m, meaning it won't stop people from rushing gens away from you. Cruel confinement is bad in general since it requires you to get genrushed. Mindbreaker buffs sprint burst so you get it 3s into a chase instead of immediately.

The Demo would know when survivors are near his portal and if the survivors are breaking it they would have the oblivious status effect if Iโm not mistaken. Basically, they wouldnโt know whether or not the Demo is coming when breaking the portal.

The demogorgon might just be a average killer since you really can't go wrong with a teleport and a lunge ability plus his add ons might be good as well

I think the new killer is promising. He is definitely not gonna be a top tier killer but he is not trash. We should wait to see where he stands in the tier list. He has good map control and an ability that is supposed to help him in chases.
I also like the new perks. They are not gonna find their way into the meta but they are useful, interactive and changes the dynamics of the game.
We are also getting a new indoor map which I assume was designed by implementing the new map design philosophy (similar to Badhams Preschool).
I think you should wait until the chapter is released before making any judgments. I am personally very excited for this chapter.

His "chasing" ability looks like Billy's chainsaw at short distance, but doesn't oneshot. Easier to use, though. Countered with old good looping and break of sight.

Same with a killer who camps with a mori. Damned when you get unhooked cuz then you get moried and damned when you not get unhooked cuz you die on hook. Survivors shouldn't get a win situation. EVER.

I think his perks are solid. Not top meta, but decent and possibly useful (unlike Plague and Ghostface) so that's a nice change from recent killer content.
As for the power, it's ENTIRELY up to that pounce attack whether he's good or not. It was difficult to judge the range from the 2 times they showed it but it seemed decent, however the survivors made no effort to dodge it. If brainless 360ing or just turning is enough to throw it off, or it suffers like chainsaws and just can't charge fast enough in most common jungle gyms, it's going to be a pretty ######### killer.
Yes, being able to move around the map is nice. Yes, he's going to destroy 3 gens or EGC. But you have to get to those situations in the first place.
Obviously we have to play him to find out, but I think that pounce is the determining factor of whether he's viable or Plague 2.0, fun concept that ends up playing as an M1 115 killer.
(Also gotta add, monster from another dimension, infectious bite, controlled by a mind-controlling god, and it's power is "it digs holes?" Bit of wasted potential there.)

Their current design philosophy is completely random.
110 was largely reserved for killers who actively gain an edge in chases. Billy has insane mobility but doesn't have 115.
Freddy came reworked with BOTH high map mobility AND chase potential, but still moves at 115.
Considering the long, slow animations for burrowing, and that it has to be at preset points, I don't see why he'd have to be slower for it.

Actually there are a few loops and jungle gyms where he will be able to get some hits that billy cant get with his saw because the pounce has a quicker charge speed and is faster. i expect there to be a ton of moments at loops and jungle gyms where the killer will get a hit right before the survivor can vault or get to the pallet.

I'm all in favor of stronger killers, but what you have described here is not a normal, typical match. You're describing edge-case matches that happen mostly at high rank.

The lunge actually looks quite promising at being able to hit survivors who would otherwise make 1 more loop around a pallet or make it to a window. The fact you don't get slowed by it is what sets it apart from Pig's ambush. It may be simple, but that doesn't mean it can't be an effective tool for a chase.

the killer perks are better executed and are strong and decent in the current meta. Demogorgon will be good, mid high tier at best. Viable at high purple ranks and low red. I don't see your argument that has 0 reason why you lean towards your personal view on it.

I think that guy takes viable to extreme level.I think viable should mean that you can win any skill-level of team skillfully disregarding imbalanced items/add-on, so that means if your red rank, you have chance to win against other really good survivors assuming equal skill level.
From looking at glimpse of gameplay footage from stream, I think portals seem like needless risk for survivors to destroy and most people won't bother with it because they'll have animations for when the killer is using them to run away to a loop. As for pounce attack, It seems like you slowdown like bubba chainsaw to have further lunge attack, but when i saw footage, every single time the pounce was used, a lunge attack would done just the same if not faster with better movement control, so I'm not really sure what the point of that pounce attack will be. The person who was playing killer didn't seem to know his lunge ranges and survivors weren't doing optimal routing so it's hard judge, but if you can ignore a killers power with minimal punishment, that's usually not good sigh for a killer.
As for the perks, they're all pretty meh for different reasons. Unless surge synergies with overcharge, pop goes weasel, surveillance or distressing, Surge will be a area of effect pop goes weasel with a much weaker effect, Regression for generators is really slow and you need 2 or more generators to be regressed for this perk to be worth it. on difficult maps like Red forest or farm maps, this perk is very unlikely to help you in slowing the game and it's a perk that can only really help you on easy maps like The game or Lery which are heavy killer bias maps where you'd probably win without it. Cruel Confinement is too situational perk because if survivors complete generators across the map, you won't get any value from blocked windows if your on other side of the map chasing someone and if you wanted the ability to block vaults, you'd just use Bamboozle. The only map where this perk might be useful is haddonfield, but no one uses situational perks in hopes that they get the correct map to use this perk. Mindbreak would be an amazing perk for stealth killers if the perk didn't have condition 50% progression. It's also unclear if this perk causes exhaustion fully or just for 3 seconds, but if it's only for 3 seconds, it's waste perk slot and it won't work half the time so i doubt anyone will really run this because it's too niche/inconsistent. In general survivor perks are way better than anything that the killer is getting.
The ptb isn't out yet, so this is all speculation but I hope i'm wrong about killer/perks bad at the end of the day.
