Not expecting this to get any views, but if Jason were to actually be added to the game, I have suggestions that I hereby give property rights to the devs.
Killer perks:
Jagged hooks: Hooked survivors immediately start struggling as if it were their second hook, and cannot escape by themselves. This does not decrease the amount of hooks it takes to kill a Survivor. When a Survivor rescues a Hooked Survivor, the hook Breaks and causes the Survivor that was Hooked to go into the Dying state. While using this perk, Hooks do not repair themselves. This does not apply to Basement Hooks.
Devoid of Pain: When a Survivor attempts to use Decisive Strike, they must pass 2 skill checks or their Wiggle meter is reset to 0%. If the Decisive Strike is Successful, the Killer is stunned for twice as long.
Brutal Slash: When a Survivor is put into the Dying State from a direct attack by the Killer, they begin their Recover at 25/50/75%. Each time they reach 90% Recover without being healed by another Survivor inside the Terror Radius, they lose 20% bleed out time. While using this perk, the Killer's Terror Radius is reduced to 10m and cannot be increased by other perks.
Odds of Survival: For each survivor in the Dying State or Dead (but not Hooked), Generators and Gates lose 1% progress per 3 seconds while not being worked on.
Hex: Found You!: When a Survivor is caught in a Locker, The Killer rips the doors off, preventing the Locker from being used again. When using this Hex, the doors make no noise and Crows gather half as quickly.
Hex: Uncontrollable: This perk changes depending which Killer is using it. Regardless of the Killer, the Entity refuses to show them any Generators or hooks aside from the Basement for them resisting it's rules.
Jason: Survivors are Exposed for their first hit in the match.
The Shape: Obsession targets provide twice as much Stalk Meter.
Freddy Krueger: When pulling a Survivor into a Dream, if there are other Survivors within 5 Meters, they are also pulled into the dream.
The Clown: The first time a Survivor is hit with a Bottle directly in the Trial, they are put into the Dying State.
The Nurse: The first time a Survivor is Blinked through, they receive a hit.
The Trapper: Targets that escape your Trap the first time are revealed for 6 seconds.
The Hag: The first time a Survivor triggers a Trap, they take a hit.
The Pig: Survivors that remove their Headgear are Exposed until hit.
The Wraith: Begins play Cloaked and their first strike in the game is done while Cloaked, breaking Cloak.
The Hillbilly: Survivors you Chainsaw move 5% slower until they are hooked, stacking to 20%.
The Cannibal: The first time you Chainsaw a Survivor for the round, you gain the benefits of BBQ and Chili, even if you are not using the Perk. If you are, you receive a counter for it.
Legion: Another member of the Legion is brought into the map, but cannot attack or interact with objects or survivors, but Chases Survivors as if they could.
The Doctor: The first time a Survivor sees the Doctor, they let out a scream, as if they had been shocked by Treatment.
The Spirit: When the Spirit activates her ability, she leaves an image of herself where she began. Survivors that walk within 10m of this Image are revealed to the Spirit for 5 seconds.
The Huntress: The first time the Huntress hits each Survivor with a Hatchet, that Survivor is revealed to the Huntress for 10 seconds.
Powers:
M1: Machete: Successful hit, Jason swings the machete 3 times to flick the blood off.
M2: Unstoppable: While Chasing a Survivor, you can activate Unstoppable. As long as the Survivor hasn't left Jason's LOS for more than 5 seconds, Jason: is not stunned by Pallets. instantly breaks pallets he comes in contact with, without stopping. And Vaults at the same speed as the Survivor. Once Jason loses LOS with the Survivor, this ability goes into a 30 second Cooldown.
Items:
Common:
Drop of Lake Water: increase Speed during Unstoppable by 2%
Letter from Camp: LOS dependency during Unstoppable is increased by 2 seconds.
Uncommon:
Vial of Lake Water: Increase Speed during Unstoppable by 5%, Increase Cooldown of Unstoppable by 10 seconds.
Letter from Mom: LOS dependency during Unstoppable is increased to 10 seconds, Vaulting Speed reset to default.
Rare:
Sweater Thread: Cooldown for Unstoppable is reduced to 0 after hooking a Survivor.
Whetstone: If Unstoppable lasts more than 30 seconds uninterrupted, your next successful attack causes the Survivor to start Bleeding Out as if they were in the Dying State. This Bleeding is only stopped by Healing or being Hooked.
Ultra Rare:
Mom's Sweater: If you Break LOS from the Survivor you were chasing during Unstoppable, you can switch targets by clicking M2, so long as there is a Survivor within LOS. Increases Cooldown of Unstoppable by 20 seconds.
Hockey Mask: Jason no longer drops survivors due to being Blinded or having Firecrackers dropped in front of him, but has constantly obscured vision, as if wearing the Hockey Mask.

While I love this idea, this is OP as hell within the context of this game and would NEVER make it into the game. I pray Jason never makes it in, they will ######### him so hard in any form he is in within this game.

I think the abilities are countered by teamwork pretty well. Sabo builds, healing, etc would work wonders. I tried to build in a hard balance into every perk.
Do you have any specific parts of the abilities that are calling you as a player?
