Because the PTB is 3rd (the dlc on ptb is 4th) and PTB mostly last 2 weeks so we should get the dlc by 17th? If they don't change it (but they might we never know)

It's a placeholder date not an actual date.

They always put 30th (or 31st) when there is just month of release revealed, and not day.

They pretty much always release the chapters 2 weeks after the start of the PTB. So it more than likely will release September 17th.
